Cologne district authorities' inspection relating to the REACH Chemicals Regulation concluded without issues raised
Among the stipulations made by the new EU Chemicals Agency ECHA regarding the execution of the REACH regulation is the provision that regional authorities should be responsible for verifying local implementation in their area. As part of an EU-wide project to monitor the practical implementation of REACH in companies, LANXESS was visited by the Cologne district authorities on November 6, 2009. The purpose of the inspection was to verify the preregistration and registration status, and to establish conformity of safety data sheets.
The responsible employees in the Industrial & Environmental Affairs group function were interviewed on the following points:
• REACH organization and contacts
• The role of LANXESS as a manufacturer, importer, sole agent and/or user
• Certification of our management systems to ISO 9001 and 14001
• Phase-in substances (existing chemical substances): Their numbers as pure substances and in preparations
• Non-phase-in substances (new substances): Their numbers as pure substances and in preparations
• Number of preregistrations submitted to the ECHA in Helsinki
• Exemptions from registration obligations
• Required safety data sheets for all substances and preparations (to comply with the supply-chain information obligations)
• Conformity of the safety data sheets prepared by LANXESS
The inspection was conducted in a friendly manner, and no issues were raised. The employees of the district authorities were impressed with the professionalism of the REACH organization and offered to make themselves available to LANXESS, to act as points of contact in the case of specific questions on the implementation of REACH.
This monitoring project is the first in a series of EU-wide coordinated projects on the practical implementation of REACH.
